I assumed it was still honor system. I definitely had to install per-user licenses in 2012R2 at least. We have the proof of licenses, and have the license server set up, but it's never asked for the license numbers after being put into per-user mode. We run in Per-User mode, and I've never been asked to install licenses. My experience is different, and I couldn't tell you why. Our ERP vendor uses concurrent licenses but they are ridiculous in cost. Guess Microsoft gets to have more of our money lol. It is just unfortunate Microsoft has it set that way and the per device would not help us at all either since each user uses a different computer. I know its expensive but I don't recommend trying to stay in a grey area when it comes to MS licenses.Yeah, That is what I figured Justin. It will issue and track per user cals in 2012, mine does. No such option in Per User.but I thought License Manager didn't track Per User mode Revoking the device CAL's may be a good stopgap measure, if you are Per Device.
